McAllen VA Outpatient Clinic (2013)

The VA McAllen Outpatient Clinic—an 80,000-square-foot, $31 million facility serving over 500 veterans daily—was developed by The Boyer Company and financed through Texas Mezzanine Fund’s New Markets Tax Credit program. TMF’s mission-aligned capital enabled below-market financing, accelerating construction and expanding critical VA healthcare services in South Texas.


Project Overview
In August 2012, The Boyer Company was selected by the Department of Veterans Affairs (VA) to develop a new outpatient clinic in McAllen, Texas, under a 20-year lease agreement. By September 2013, the 80,000-square-foot facility was delivered, marking a significant milestone in expanding VA healthcare services throughout the Rio Grande Valley.

Comprehensive Services for Veterans
The VA McAllen Outpatient Clinic serves as both a primary care hub and a regional center for specialized services. Within its walls, veterans receive behavioral health support, women’s health services, social work assistance, optometry care, prosthesis fittings, and physical therapy. As a result, more than 500 patients pass through its doors each day, accessing high-quality, integrated care that addresses a spectrum of medical needs.

Mission-Aligned Financing Through Texas Mezzanine Fund
Financing this $31 million project was made possible by the New Markets Tax Credit (NMTC) program, with Texas Mezzanine Fund (TMF) serving as a critical Community Development Entity (CDE). TMF’s role in structuring mission-aligned capital enabled The Boyer Company to secure below-market financing that traditional lenders could not provide. This partnership ensured that the project remained on schedule and within budget, allowing the VA to ramp up healthcare capacity without fiscal strain.

Regional Impact and Legacy
Since opening, the VA McAllen Outpatient Clinic has become a landmark for veteran services in South Texas, reducing travel times for veterans who previously had to journey to larger cities for specialized care. By consolidating primary and specialty services under one roof, the clinic enhances continuity of care, improves health outcomes, and strengthens the local healthcare infrastructure.
