ChildSafe (2017)

 

ChildSafe leveraged $25.3 million in New Markets Tax Credit financing—structured in part by Texas Mezzanine Fund—to build a state-of-the-art facility offering therapy rooms, forensic interview spaces, and outdoor play areas tailored to child survivors of abuse. This mission-aligned investment created 65 full-time jobs and expanded ChildSafe’s capacity to deliver trauma-informed care, strengthening San Antonio’s social fabric.

In 2017, ChildSafe—a leading children’s advocacy center dedicated to caring for survivors of physical, emotional, and sexual abuse—embarked on constructing a new facility in San Antonio to better serve its mission of healing and protection for vulnerable youth and their non-offending family members.

Mission-Aligned Financing Through NMTC
To bring this vision to life, ChildSafe secured $25.3 million in New Markets Tax Credit (NMTC) financing, contributing to a total project cost of $30,796,064. As one of the three Community Development Entities (CDEs) on the deal—alongside MBS Urban Initiatives and PeopleFund NMTC—Texas Mezzanine Fund helped structure and deploy these mission-focused capital resources that traditional lenders could not provide.

Driving Economic and Social Impact
The NMTC-backed project catalyzed the creation of 65 full-time equivalent positions and supported 218 construction jobs during the build‐out phase. By partnering with US Bank as the investor, the transaction ensured that ChildSafe could expand its multidisciplinary team and enhance programs without overburdening operational budgets. TMF’s involvement as a CDE exemplifies how targeted financing solutions can generate both immediate employment opportunities and long-term community benefits.

A Facility Designed for Healing and Growth
Located at 3730 IH-10 East in census tract 48029007605, the new ChildSafe campus features dedicated therapy rooms, indoor spaces for forensic interviews, and private counseling suites tailored to children’s needs. Outdoor therapy and activity areas—including a public park space—allow young survivors to engage in supervised play and recreational therapy, fostering resilience and normalcy in a safe environment.

Strengthening San Antonio’s Social Fabric
By replacing an outdated facility with a purpose‐built campus, ChildSafe has significantly expanded its capacity to serve at-risk children and families across Bexar County. Texas Mezzanine Fund’s role in channeling NMTC funds underscores the power of mission-driven financing: it not only helps nonprofits like ChildSafe construct critical infrastructure but also drives sustainable job creation and neighborhood revitalization. As a result, vulnerable youth receive trauma-informed care in a state-of-the-art setting, ensuring that San Antonio’s children—and their futures—are safeguarded.
